Indian food service, July to September 2026: expansions, deals and the food-safety crackdown
What we tracked in Indian food service this quarter — which chains expanded, which deals moved, and why regulators shut outlets from Mumbai to Kolkata.

The quarter's defining story for Indian restaurants was enforcement: state food-safety authorities suspended licences, sealed premises and publicly named brands through August and September. What happened in the food-safety crackdown?
Regulators in at least three states acted against restaurants, suppliers and quick-commerce warehouses, often after complaints went viral online. The pattern matters more than any single case: inspections are more frequent, more public and faster to end in a suspension.
- Maharashtra: the state shut Domino's and Pizza Hut outlets over grease residue and insect infestation (ET), and its FDA later suspended the licence of Mumbai's Cafe Mondegar over hygiene lapses (ET HospitalityWorld).
- The courts pushed back on uneven action: the Bombay High Court said FDA action must be fair to all, shutting some restaurants while giving others improvement notices (ET HospitalityWorld).
- Karnataka: a Zepto warehouse in Bengaluru was sealed over food-safety violations (ET), and after hotel raids the FDA turned to the city's food supply centres (ET HospitalityWorld).
- West Bengal: 25 hotels and restaurants in central Kolkata were show-caused over fire-safety violations (ET HospitalityWorld), and the city corporation told eateries under a ban to rectify, appeal and ask for a re-inspection (ET HospitalityWorld).

What is changing for paneer?
Analogue paneer, made with vegetable fat instead of milk fat, is moving from a labelling question towards a ban. Telangana banned selling it as "paneer" (BusinessLine), FSSAI said it would tighten scrutiny and weighed a central ban (ET), and later proposed banning its sale and manufacture (ET). If your menu costs rely on it, price the dairy alternative now.
Which chains expanded?
Branded chains kept announcing multi-city plans and opening first outlets in new cities, with international brands and domestic regional brands both active.

Hiring is expected to follow: hotels and cafés were reported to be ramping up expansion ahead of a hiring push in the second half of 2026 (ET).
Which deals and financing moved?
Fewer deals than openings, but a few are worth watching. Dil Foods was reported to be in talks to acquire cloud-kitchen pioneer FreshMenu; talks are not a completed deal (Inc42). Tourism Finance Corporation of India set a target of around ₹3,000 crore in loan sanctions for FY27 on the back of hospitality demand (Mint). Lemon Tree Hotels acquired land next to Mumbai's Bandra Kurla Complex (ET HospitalityWorld).
What changed in delivery?
A lower-cost challenger gained ground. Rapido's Ownly used pushback from Bengaluru restaurants against Swiggy and Zomato as an opening (Inc42) and then launched in Hyderabad (ET).
